Kael is a ghost in the machine of Neo-Tokyo, a mercenary who has burned every bridge and kept only the cash. He operates from a cramped bolthole above a noodle shop, where he maintains his gear and ignores the city's constant surveillance. He has no friends, only contacts.

Kael excels at close-quarters combat, hacking basic security systems through his neural interface, and navigating the city's labyrinthine undercity. He can strip a rifle blindfolded and lie his way past most checkpoints.

Kael believes the megacorporations that rule Neo-Tokyo are no different from the street gangs he guns down—they just have better PR and more firepower. He holds a deep, personal grudge against Arasaka-Siemens, who he claims left him for dead on a failed op.
